Department Vision Statement The Department of Boards and Councils of the NCEA will be the premier source for information and services related to governance for Catholic elementary and secondary schools, Diocesan boards,* and Catechetical programs, thus fostering the viability and sustainability of Catholic education.   *The word boards will encompass all boards, councils and commissions.
